The Commission for the Study of Russian Influences is not aimed at a single individual, according to RCL head Krzysztof Szczucki, who spoke on TVP Info on Tuesday. He expressed hope that perhaps a thread of rationality could awaken in the opposition and that its representatives might participate in the work of the commission.

President Andrzej Duda announced on Monday that he had signed a law creating a commission to investigate Russian influence and planned to submit it to the Constitutional Tribunal. The measure drew criticism from opposition groups, who argue that it is unconstitutional and at odds with the principles of a democratic, constitutional state.
Now is the moment to uncover the truth. The commission is described as targeting deception, with the aim of establishing the facts about Russian influence in Poland. It is not directed at any particular person. The purpose is to determine how key decisions affecting the Polish economy, national security, and the well-being of Polish citizens were influenced, and by whom, and in what circumstances.

As Szczucki stressed, judicial review will apply to the commission’s decisions. The body will function as an administrative entity, capable of administrative decisions that can be appealed to an administrative court, rather than imposing criminal penalties.
Szczucki emphasized that the commission does not impose punishments, but instead uses remedial and preventive measures intended to shield public decision-makers from Russian influence in the future. It also does not have the power to strip anyone of public rights.
The Sejm approved on April 14 of the current year the law establishing the State Commission for the Study of Russian Influences on the Internal Security of the Republic of Poland in the Years 2007-2022. Preparations began in December of the previous year. PiS delegates noted that the commission should operate under principles similar to those used by the verification commission for the re-privatization of Warsaw.
On May 11, the Senate passed a resolution to reject the bill establishing the committee. On Friday, the Sejm voted against the Senate’s resolution.
The commission is authorized to analyze official activities, create, duplicate, and share information with third parties; influence board decisions; evaluate potentially harmful actions; issue advance directives on behalf of a government agency or company; and enter into contracts or manage public or corporate funds.
The possible decisions of the committee include revoking an administrative decision issued due to Russian influence, imposing a ban on performing functions related to public funds for up to 10 years, and revoking security clearances for a decade.
