Coalition Talks in Poland: Potential Agreement Amid Timelines

A potential coalition agreement among the Civic Coalition, the Left, and Third Way could be on the agenda for Monday, according to opposition sources cited by PAP. A new gathering of the leaders from these groups to discuss forming a government is planned in Warsaw on Thursday.

A well-informed political insider described the conversations as taking place in a constructive environment. The talks are ongoing, with an expectation that a coalition framework could be signed on Monday, though specific details were not disclosed. Negotiations are being conducted by parallel teams that meet alongside the leaders, with the next session slated for Tuesday afternoon.

When asked about the likelihood of finalizing the coalition agreement within the current week, Marcin Kierwiński, the Secretary General of Civic Platform, said that substantial work would continue through the week. He noted the aim to resolve key substantive issues quickly, adding that the main objective is to complete the process as soon as possible.

Seeking a workable compromise

Dariusz Wieczorek, the secretary of the left-wing club, stated that the negotiating team, which he represents on behalf of his party, would meet daily to advance a consensus. If progress holds, the goal is to finish the Framework Program Agreement by week’s end.

The pact is intended to outline common positions shared by the KO, Third Way, and the Left. Significant agreements have already been reached in several areas, including securing funds for the National Reconstruction Plan, increasing the budget for essential public services, safeguarding the rule of law, and enhancing education funding.

One potential area of contention remains abortion policy, a topic that historically divides the left from more conservative factions within Third Way. Nevertheless, advocates emphasize that women’s rights should be integrated within the twenty core curriculum areas.

In the October 15 Sejm elections, results placed Law and Justice at 194 seats, KO at 157, Third Way (Poland 2050 and PSL) at 65, New Left at 26, and Confederacy at 18.

Last week, President Andrzej Duda met with leaders from the electoral commissions who will represent their parties in the new Sejm. Following the discussions, the president highlighted that two political blocs claim a parliamentary majority and have individuals ready to serve as prime minister. He noted that the United Right’s candidate is Mateusz Morawiecki, while the KO, Third Way, and Left’s candidate is Donald Tusk. Duda also stated that KO, Third Road, and Links have not yet formally formed a coalition, do not yet have a coalition agreement, and cannot nominate ministers at this time.
