Eliminate inheritance and charitable taxes, abolish the Botànic-incentivized tourist levy, and introduce an integrative Law on Identity Marks. These are among the initial measures the new Council, led by Carlos Mazón, is expected to approve. Mazón, speaking to the plenary after his election, highlighted that health will be the top priority. Among the first recommendations in this area are ending the language requirements for Alicante and Castellón and reestablishing CICU. Education, with steps such as universal free education from birth to three years, will also receive special attention.
HEALTH
most urgent for the council
In line with the 28M campaign, Mazón once again placed health at the forefront. He stated that this is the most urgent issue for everyone. The plan includes removing the need for a secret language to attract top healthcare professionals and ending language barriers that deter high-caliber talent from serving the public. Other aims include cutting waiting times, preventing Primary Care collapse, and recognizing the essential work of healthcare professionals.
Further measures focus on improving and restoring emergency services, expanding the intensive care unit in Alicante, ensuring adequate resources in Castellón, and enhancing SAMU ambulance provisions. Mazón reminded listeners that health policy has a decisive impact on families and that in a region where self-management and autonomy rely on a strong health system, this work matters deeply.
EDUCATION
second priority
Education stands as the second priority for the new regional government after health. To guarantee ongoing access to high-quality public education, families will be free to choose the type of education and language that fits their children. Universal free education from birth to three years will be implemented immediately, and the Education Inspectorate will be strengthened to remove politically appointed language advisors.
This aligns with a goal to reduce ideological influence in classrooms. Dual VET programs will be leveraged to improve job market entry and tailor curricula to real company needs. By promoting university and research excellence, it is expected that young people will not need to work abroad, and innovation hubs will be created to boost regional development.
TAXATION
Drops and suppressions
Another priority for the new Consell is reducing the burden of personal income tax across the board. Mazón announced that the plan begins with the elimination of inheritance tax and donations, so that people are not taxed twice for a lifetime of effort. The tax framework aims to ease monthly expenses for families and strengthen the region’s competitiveness and economic foresight.
The Taxation Law will be repealed in the short term, including the tourist tax in the Valencian Community. The new administration intends to defend tourism policy as a national matter, promoting sustainable, high-quality, and professional industry standards. It also seeks to position the region more strongly in national and international markets, with ongoing engagement in new markets.
ECONOMY
More plans and fewer obstacles
Within the economic portfolio, a new reindustrialization strategy will map out the future of traditional sectors such as ceramics, automotive, footwear, toys, and crafts. Key growth areas will include innovation, digitalization, and research. Administrative simplification will be pursued by removing barriers for the self-employed and micro-SMEs, accelerating the path from ideas to impact.

WATER AND ENERGY
Resources needed
The new Consell commits to never abstain on water policy and to safeguard the Valencian Community’s water resources. On energy, the pledge is to protect existing generation capacity and to accelerate new renewable projects by facilitating their installation, all aimed at ensuring energy sovereignty for the community.
SOCIAL SERVICES
A new Third Sector Law
Beyond continuing the role of Equality’s Vice President, Mazón outlined the rollout of a new Third Sector Act designed to provide security, stability, and dignity to all groups and professionals involved in social services. This includes stronger protections for vulnerable minors and improvements to housing and social infrastructure for the elderly in need.
IDENTITY
conscious integration
A further initiative is the Identity Marks law, described as integrative yet conscientious. The measure aims to defend regional traditions and strengthen self-government while ending aid to those seeking to impose broader Catalan aspirations, defined by the Government of Change. Part of the plan is to pursue a new regional financing model and compensation for accrued debt as steps toward robust self-government.
LIVING SPACE
Buffalo star problem
In recent remarks, Mazón signaled that housing reform would be a priority. The administration plans to deliver a substantial number of public homes and support for young buyers. The Real Estate Transfer Tax will be reduced and phased in gradually to ensure that those with less pay less, while those with more contribute more, reflecting a fairer housing policy.
