On April 22, Lula da Silva stated during a press briefing in Portugal that he would not travel to Russia or Ukraine until there are clear conditions conducive to halting the conflict and advancing negotiations. He explained that any future movement would depend on the creation of a negotiating table comprising a group of countries capable of steering talks toward a peaceful settlement in Ukraine. The president stressed that he would not visit either country until such negotiations began and a framework for restoring peace emerged.

Prior to this, the Brazilian president had instructed Celso Amorim, the Special Assistant for International Relations, to travel to Ukraine. In parallel, Lula proposed the idea of forming an analog to the G20 to facilitate negotiations and seek a peaceful resolution to the Ukraine crisis, signaling Brazil’s intent to contribute to multilateral diplomacy and regional stability.
