The Digitization and Cyber Security Agency, better known as ADiC, stands as the Valencian Community’s fresh unit under the Ministry of Finance and the Economic Model. The regional department head, Arcadi Spain, led a Thursday briefing that gathered representatives from public administrations, businesses, and civil society at Generalitat headquarters. The goal was to outline a centralized IT management approach and to fortify the territory’s cybersecurity strategy. Ximo Puig, the council chair, first revealed the project during a plenary session at Ciudad de la Luz, late in July. It was then announced that Carolina Pascual, formerly Minister of Innovation and Universities, would assume the role of commissioner. From the leadership of the digitization initiative, the Elche native becomes a key figure in this effort. Generalitat will provide 170 million loans to support companies and self-employed individuals to help them weather rising costs and liquidity pressures in the current climate.
The agency’s creation marks a shift toward a new framework and action plan designed to advance the implementation, organizational model, and cybersecurity for the entire Administration. The objective is to close gaps in areas such as services for seniors and families who lack access to modern technologies. ADiC will possess a distinct legal personality, its own assets and treasury, and full autonomy in management within its jurisdiction. While the Consell remains linked to the Treasury, it can define its functional dependence on other departments to carry out measures laid out in sectoral plans.
Planning
ADiC will oversee ICT, cybersecurity, and remote management for the Generalitat and its autonomous bodies. This includes electronic administration, the organization of Generalitat’s information security, the cybersecurity of Valencian society, centralized contracting of ICT services and materials, process restructuring, data processing and routing, and supervision of Istec’s activities as a trading company.
The establishment of the organization responds to three core weaknesses identified in these areas: contracting, skill management, and alignment with technological trends. Spain notes that the move also aims to centralize certain technological services within the public sector and reduce fragmentation across agencies.
Model
A Treasury statement explains that the Generalitat has opted to emulate proven models in neighboring provinces, such as Andalusia, Catalonia, Galicia, and Madrid, which have long operated similar structures. This harmonization effort represents a milestone in the region’s administration. In the near term, ADiC will act as an internal coordinator and an external benchmark for digital governance. The project promises more streamlined operations and stronger oversight, with the goal of safeguarding Generalitat’s technological resources and realizing significant cost efficiencies.
