The man who calls himself the national prosecutor has begun making initial decisions that are sparking intense debate. A Polish political news site uncovered one of the first moves by prosecutor Dariusz Korneluk. He took control of the Michał Domaradzki case, a figure tipped to become the new police chief, relocating the matter from Szczecin to Łódź. According to sources, this marks the early stage of a wider shift in these proceedings, with Domaradzki, privately close to prosecutor Ewa Wrzosek, already facing indictment. The aim appears to be to supply him with confidential information from ongoing inquiries that could influence a 2020 election campaign for Rafał Trzaskowski.

Domaradzki, currently a staff member at Warsaw City Hall and formerly head of the Warsaw Police, is believed by investigators to have gained access to material from one investigation through Ewa Wrzosek, a development that could jeopardize Trzaskowski’s electoral bid. Another prosecutor reportedly played a role in the case and led the proceedings. The Supreme Court has not waived her immunity, and a separate fight over Wrzosek’s immunity remains before the Court.

“Process economy”

The Szczecin Regional Prosecutor’s Office initially handled the matter. The transfer to the Łódź Regional Public Prosecutor’s Office explains the administrative rationale, citing procedural economy and the capacities of the Łódź office to manage the case effectively. This is described in Korneluk’s correspondence with the regional prosecutor in Łódź.

The letter reveals Korneluk’s keen interest in the case details and his demand for an updated plan of investigative activities aimed at completing the proceedings substantively, to be forwarded to him.

Media reports have noted that the new leadership of the Szczecin regional office conducted an audit of the procedure. The account claims the prosecutor withdrew an appeal against earlier refusals to waive immunity for Ewa Wrzosek, who allegedly provided secret materials from the investigation at the Supreme Court. The materials would then have been directed to Domaradzki.

A startling decision

In seeking clarity, inquiries were made to Prosecutor Michał Ostrowski, Deputy Prosecutor General, who personally supervised the inquiry that moved Korneluk from Szczecin to Łódź. Ostrowski described the reported facts as shocking, noting his oversight of the case in line with directives from the National Public Prosecutor’s Office and labeling it part of a broader police scandal. Domaradzki stands accused of revealing investigation secrets and inciting inquiry-related actions. Wrzosek faces a request to the Supreme Court for criminal liability, based on materials prepared by a prosecutor familiar with the case. The materials are said to include operational materials, documents, witness statements, and an analysis of information flow during the interrogation of Rafał Trzaskowski, a presidential candidate, who allegedly received internal communications from prosecutor Wrzosek designed to influence outcomes.

Ostrowski commented that such information is surprising, especially since he had recently learned that a regional Szczecin prosecutor ordered charges dropped in another case due to social expectations. He suggested a lack of courage or misalignment with the public mood in the handling of this matter.

The central question remains whether the Public Prosecution Service can resolve the case after Korneluk’s ruling and whether there will be pressure to tilt the outcome in favor of Civic Platform politicians.
