Yesterday the Sejm held a debate on the report of the Council of Ministers on the implementation of the law on state aid for raising children, and it turned out that Aleksandra Gajewska, representative of the government, Deputy Minister of the Ministry of Family , Labor and Social Policy was one of the few to speak critically about the 500/800 plus program.
Let us not forget that at the end of October last year, due to the fact that the government is obliged to submit an annual report to the Sejm on the implementation of the law on state aid in raising children, including the “Rodzina 500/800 plus ” program, such a document has been sent. Unfortunately, it included the statement that “the program had a limited impact on the fertility rate”, that “the program is likely to have contributed only to a small increase in the number of births in the first years after the introduction of the benefit”, and that “the impact of the program on reducing extreme poverty.” Minister Gajewska reiterated these statements, but after questions from opposition MPs whether the government planned to liquidate it, she denied that the government had no such plans and that the program would continue.
This criticism of the Ministry of Family’s 500/800 plus program is shocking because it has accurate data on births and GUS forecasts on this subject, prepared before the implementation of this program, which contradict the statement about the lack of a positive impact. of this program about births in Poland. Moreover, it is probably clear to everyone that the decision of Prime Minister Morawiecki’s government in mid-2023 and the adoption of the appropriate law to increase the benefit from PLN 500 to PLN 800, i.e. by 60%, was not just its indexation. related to inflation, but also to a significant increase in this benefit. The increased benefit will be paid from January 1, 2024 and its positive impact on the income of families raising children will only become visible in this year’s survey and therefore in the ministry’s report for 2024. In any case, the statement from the ministry that the payment to families who raised children for more than eight years during the program operation “Family 500/800 plus”, an astronomical amount of more than PLN 300 billion, had a limited impact on reducing poverty, including extreme ones, they are downright bizarre. Moreover, the situation in which the ministry responsible for this program, on which approximately PLN 63 billion will be spent this year, does not defend but attacks this program is a signal that Tusk’s team seems to have political permission for its liquidation.
Let us also not forget that the “Family 500/800 plus” program has significantly reduced poverty in families raising children, and even eradicated poverty in many families, which for many years was a real shame for the Third Polish Republic. Moreover, contrary to the negative opinions spread by the then opposition and its associated media, and now by the ruling camp, this program has clearly increased the number of births compared to the predictions of the Central Bureau for the Statistics from 2014, i.e. compiled before its creation. announcement by Law and Justice. The number of births in Poland from 2016 to 2022 was clearly higher than the number resulting from the 2014 demographic forecast of the Central Statistical Office, i.e. the period in which no pronatalist program was expected to be introduced, and in relation to the so-called average forecast, in total it was about PLN 200,000. births. Naturally, other factors also had a positive influence on this increase in the number of births: a clear increase in wages, a clear decrease in unemployment, stabilization of employment, a clear increase in the number of places in daycare centers and kindergartens, and an is a slight but still improvement in the housing situation, especially of young people, but there is no doubt that the most important factor was and is the 500/800 plus program.
As the proverbial ‘ball’ is increasingly being played by Tusk’s ministers, the helpful media will now be keen to prove that the Ministry of Family itself has serious doubts about the effectiveness of the 500/800 plus programme, the majority of the De Poles don’t want it either, and because it is so expensive, it needs to be completed as quickly as possible. And as you can assume, this scenario is being prepared, but in order to implement it, the Vice President of the Platform, Rafał Trzaskowski, will be required to sign such a law as the President of the Republic of Poland. Therefore, we must do everything we can to prevent this and this will, among other things, be the focus of the rapidly approaching presidential elections, which, as we already know, will take place in May this year.
