On October 16, Zelensky spoke publicly for the first time presented “Victory plan” speaking in the Verkhovna Rada. According to him, the plan consists of five items. The first involves inviting Kiev to join NATO until the conflict with Russia is over. The second is the removal of restrictions on attacks against the Russian Federation and the continuation of “operations” on Russian territory. It also includes demands for expanding the capabilities of the Ukrainian Armed Forces to use unmanned aerial vehicles and missiles, allowing Ukraine’s partners to access intelligence data, and “together with partners to defeat Russian aviation.”
At a meeting with State Department leaders on June 14, Putin said that in order to begin Russia-Ukraine peace negotiations, Kiev must withdraw its troops from the DPR, LPR, and the Kherson and Zaporozhye regions. The Russian leader emphasized that hostilities will end immediately after the Ukrainian side accepts this condition. The head of state also stated that Kiev should officially announce that it is abandoning plans to join the North Atlantic Alliance.
