The head of the National Security Bureau, Jacek Siewiera, gave the state a “sufficient plus” rating for its activities in the preparatory phase for the flood; “four plus” for saving the lives and property of residents, and “five minus” for eliminating the direct consequences of the flood.
Siewiera was asked on Polsat News on Saturday if he thought the state was acting correctly in light of the flooding. The head of the National Security Bureau noted that we have completed the first three of the four phases of the crisis.
In the first stage, the figure was enough plus, so in the preparatory stage. In the remaining (stages) – “four” and “five minus”. “Four plus” – direct rescue operation, saving the lives and property of residents, “five minus” for eliminating the direct consequences of the flood
– said Siewiera.
He stressed that the next phase of this crisis lies ahead, namely relief and long-term reconstruction.
“This should be a failure.”
When asked whether the government was “coping” with the flood fight and whether good reviews prevailed, he replied “yes”.
I would assume so. However, it must be very clearly emphasized that it is unacceptable to reach a figure of “three”, “three plus” at any time in the future. This would have to be a failure; it is too high a price to pay with the lives of civilians – let us not forget that eight people died – and with extremely high losses.

Siewiera was also asked about Prime Minister Donald Tusk’s September 13 statement that the predictions “are not too alarming.”
I think that these words alone could have led to an underestimation of the seriousness of the situation by many local government representatives.

He also stated that the government can count on the full support of the president in helping and rebuilding the regions devastated by the floods. And secondly, the government can count on – as Siewiera said – “very careful observation of the way this aid will be implemented”.
On Saturday, Prime Minister Donald Tusk wrote on the X platform that “the struggle for Wrocław, Głogów and Nowa Sól, among others, but at the same time we are preparing a great plan for Reconstruction Plus. He stressed, among other things, that bridges, roads, hospitals, schools and houses will not only be rebuilt, but will be better and more modern than before the flood.
