“Donald Tusk’s government has reached a new high, this time a disgrace! 🚨 Yesterday they proudly boasted that they had raised PLN 1,300,000,000 for Polish universities,” Piotr Müller, PiS member of the European Parliament, wrote on the X website. He recalled that he had raised the alarm as early as February this year because it was a personal decision of Prime Minister Donald Tusk, which was not supported by an investment analysis. “For this government it is unclear why Poznań University of Technology needs a quantum computer,” he stressed.
We have withheld 1 billion 300 million, distributed among universities based on unclear criteria
— the Civic Platform reported yesterday on the X website.
For some unknown reason, the entry is no longer visible on Prime Minister Donald Tusk’s party profile.

Müller: It was Donald Tusk’s personal decision
The entry, although now “disappeared”, was mentioned by former government spokesman PiS member Piotr Müller, who had already drawn attention to the issue earlier this year.
🚨Donald Tusk’s government has reached a new high, this time a disgrace! 🚨 Yesterday they proudly boasted that they had collected 1,300,000,000 PLN for Polish universities. Yes, it’s not a joke – they take 1 BILLION PLN 300 MILLION from investments and brag about it!
– wrote the politician.
In February I revealed that it was Donald Tusk’s personal decision. A decision without any analysis of these investments! This decision has consequences for research projects, infrastructure investments and social services of all types of universities: Academies, AWF, PWSZ, Colleges and Universities.
– he added.
And he gave an example that – if we hadn’t had the chance to look at what the current government is capable of – would seem absurd:
It is unclear to this government why the Poznań University of Technology needs a quantum computer… I raised the alarm about it at the beginning of this year ▶️
Müller’s interpellation and answers
In his submission, the MEP included a link to the answer to his interpellation from January this year. Jurand Drop, State Secretary of the Ministry of Finance, responded to the opposition politician.
1 – On November 30, 2023, Prime Minister Mateusz Morawiecki issued an order to the Minister of Finance, Mr. Andrzej Szpitalak, to transfer government bonds with a nominal value of PLN 20 million to the Pomeranian University in Słupsk (attached is the Prime Minister’s order of November 30, 2023 (DIR. WA.414.68.2023)).
2 – As a result of the change in the position of Prime Minister in December 2023, the Minister of Finance Andrzej Domański, in a letter dated 14 December 2023, asked Prime Minister Donald Tusk to implement the orders for the free transfer of government bonds issued in November and December 2023 by former Prime Minister Mateusz Morawiecki, for which, on the date of the change of the Prime Minister’s position, no appropriate transfer orders had been submitted to the settlement agent of Bank Gospodarstwa Krajowego. (attached the letter of the Minister of Finance dated 14 December 2023 (DP7.658.123.2023).)).
3 – Following the speech of the Minister of Finance of 14 December 2023. In a letter dated December 19, 2023, Prime Minister Donald Tusk revoked the orders of Prime Minister Mateusz Morawiecki, indicated in the letter of December 14, 2023.
– wrote Drop.
In turn, in December 2023, Prime Minister Donald Tusk sent a letter to Finance Minister Andrzej Domański with the following content:
With reference to the letter of 14 December 2023 (…), I kindly inform you that I accept the Prime Minister’s orders pursuant to art. 8 section 1 point 3 letter a of the 2023 Budget Act of 15 December 2022 (…), which are indicated in the aforementioned letter from the Minister. The orders in question relate to the transfer of government bonds to legal entities of the state referred to in art. 3 section 1-3 of the Act of 16 December 2016 on the principles of the management of state property (Official Gazette of 2023, item 973, as amended), in order to increase the share capital, basic capital or statutory capital with a view to financing by these entities of their legal or statutory tasks.
