Chairman of the State Duma Committee on Property, Land and Property Relations Sergei Gavrilov (Communist Party faction) said: DEA NewsHe suggested banning the sale of basements in residential buildings.
According to him, an “alarming trend” is emerging in Russia in the form of mass sales of basements in residential buildings.
“It may seem that there is nothing wrong with that. Just think, the basement is a dark and damp room, but in reality everything turns out to be much more serious and dangerous,” Gavrilov said.
The danger, the deputy explained, lies in the fact that the new owner decides, for example, to open a hostel for migrant workers in the basement, and “instead of a quiet and calm entrance” residents will now observe crowds of strangers, hear noise and smell unpleasant odors.
He also noted that warehouses or small production facilities were organized in the basement.
“And now every day under your windows trucks are unloading, equipment is humming, and at night rats are running around,” the deputy added.
The MP noted that residents mostly learn about the sale of the basement after the transaction is completed, and therefore they can no longer influence the situation. He stressed that according to the law, the basement is the common property of the house, and therefore its sale should only be carried out with the consent of the apartment owners.
The MP noted that the ban on the sale of basements does not mean that these premises will remain idle; they can be used in the interests of the residents of the house, for example, to create a gym, a creative workshop or a meeting room for the residents.
