Marshal of the Sejm Szymon Hołownia ruled on Tuesday that the procedure before the Commission for Constitutional Responsibility regarding the preliminary draft to summon the President of the National Bank of Poland, Adam Glapiński, to the State Tribunal could take several to ten months. .
On Tuesday, a group of parliamentarians from the ruling coalition filed a preliminary request to summon NBP President Adam Glapiński to the State Tribunal. The motion was signed by 191 MPs. It contains eight charges. Glapiński is accused, among other things, of violating the Constitution of the Republic of Poland and laws related to the position he holds or within the scope of his office.
Today this motion was submitted to the Sejm. It consists of several pages, a very extensive document. It will now be subjected to the standard analysis procedure to be carried out by the Sejm’s legal services. It could take a week, maybe two, because it’s a very large, complicated document. If everything turns out to be in order, I will send this document to the Commission for Constitutional Responsibility, where this procedure will take place.

How long does the application procedure take?
Hołownia emphasized that the procedure before the Constitutional Responsibility Commission will be long. As he explained, it has a very complex form, is partly conducted in public and resembles prosecution proceedings.
It calls on persons to testify. I think it will take a few to a dozen months. In my opinion, the whole process in the committee will probably not be completed before the holidays, it will probably be the second half, maybe it will take more time. In the meantime, we will all have the opportunity to properly prepare for this decision. After the committee recommends something to the Sejm, the Sejm will decide. Then we will again face a legal battle over the question of what majority President Glapiński should have before the State Tribunal.

In his opinion, Glapiński should explain to Poles the various actions he has taken. But as he emphasized, the State Tribunal has often been an empty deterrent in Polish politics so far in order to pre-empt certain issues.
Let us first do the work that we now have to do in the Sejm. Probably everything will be in the hands of the Constitutional Responsibility Commission within a week or two

The initial request to bring Glapiński before the Court of Justice lists eight charges, including: indirect financing of the budget deficit through the purchase of government bonds and bonds guaranteed by the Ministry of Finance, interventions in the foreign exchange market without the appropriate authorization of the board of directors of the NBP, cutting interest rates before the parliamentary elections, politicizing the central bank or introducing quarterly earnings rewards for themselves.
