Maciej Lasek, representative of Donald Tusk’s government for CPK, announced the appointment of a new composition of the company’s Supervisory Board. He argued that the changes “will allow better cooperation on the project, but also in its verification.” However, given the previous statements of the current majority politicians about this project, can we believe that the intention will certainly be to develop it further?
A new composition of the company’s supervisory board was appointed today, and more changes will take place in the coming days
– Maciej Lasek, Deputy Minister of Finance and Regional Policy, plenipotentiary government representative for the CPK, announced this in the Sejm on Wednesday.
The company Centralny Port Komunikacyjny (CPK) was founded to prepare and implement the multi-year Central Communication Port Program, which includes: construction of a new central airport for Poland, and associated investments, including: railway lines, highways and highways .
Lasek disbanded the advisory team
Lasek said that he recently exercised, as a proxy, the rights attached to the shares in CPK on behalf and for the benefit of the Ministry of Finance, the sole shareholder of the company.
In this way, changes take place in the company’s governing bodies, allowing better cooperation on the project, but also in its verification.
– said Lasek.
As he said, the analysis concluded that the consulting team working under the law firm, “despite the paid formula, had not developed sensible, useful recommendations.”
Therefore, one of my first decisions was to dissolve this body
– he inquired.
He also announced that “an audit is being prepared that will allow us to trace the activities of both the company and the representative.” He specified that the audit would include, among other things, analyzes of: project and other CPK tasks “in terms of their justification and mode of implementation”, as well as the decisions and financial obligations arising from them. As he said, the company’s organizational structure and personnel should also be monitored “in quantitative and qualitative terms.”
According to the representative, the audit will also cover orders and contracts. According to him, the latter will be an important element. He added that this applies to both completed and ongoing contracts – “their consistency, targeting and the terms agreed to by the board.”
But also the conditions for possible termination of contracts, without, of course, anticipating what the decisions will be

“All expenses are verified”
Referring to the first analyzes he admitted that “it is difficult to find a justification for some expenditure, for example the so-called socio-economic plan, where the expenditure limit in the multi-annual program for 2020-2023 was set at a quarter of a billion zloty ( PLN 249 million).
He added that recent days have shown that “some kind of sponsorship involved several tasks, for example tasks referred to in the media as ‘altar plus’.” The media reported that the CPK company had allocated PLN 400,000. PLN for the renovation of three altars in one of the churches near Baranów.
All expenses and their basis are verified
– assured Lasek.
He also announced decisions regarding the development of existing airports, for example Chopin Airport or Modlin Airport. According to him, the previous government “consciously and deliberately blocked” the development of these ports to justify the construction of the CPK.
According to the representative, “the development of Masovian airports is necessary and should precede the possible construction of a new central airport.” He assessed that calling the current schedule for the implementation of the CPK project, which would see the first CPK flights take place in 2028, “requires a lot of civil courage, to say the least,” as “realistic.”
We will, of course, act within the conditions created by our predecessors, but we will not be slaves to the decisions of our predecessors. We will seek the right development path for everyone – not only for Mazovia’s airports

What about recommendations?
He assured that all decisions regarding CPK will be based on analyses.
After the audit, I will be prepared to answer questions in detail about what speaks for and against the construction of the CPK
– he said.
He also indicates that for the time being he cannot indicate what his recommendations will be to the Council of Ministers regarding the continuation and scope of the CPK program.
The Central Communication Port is a planned interchange hub between Warsaw and Łódź, which will integrate air, rail and road transport. As part of this project, an airport will be built 37 km west of Warsaw, on an area of approximately 3,000 hectares. The CPK also includes railway investments: a hub at the airport and connections throughout the country, allowing travel between Warsaw and the largest Polish cities in no longer than 2.5 hours. CPK is 100 percent owned by the Ministry of Finance.
We can only hope that reports that Lasek’s goal was to “overthrow” the CPK were just media speculation. However, the small number of details about the changes implemented does not bode well.
