There is a need for the first and second person in the country to talk; President Andrzej Duda will want to point out the consequences of pardoning Mariusz Kamiński and Maciej Wąsik in 2015 during a meeting with Sejm Chairman Szymon Hołownia, Małgorzata Paprocka said on TOK FM. The minister at the KPRP also said that the president is not considering sending the budget to the Constitutional Court at this stage and would like to sign the budget.
Meeting of the President and the Chairman of the Sejm
The head of the President’s Office, Marcin Mastalerek, announced that President Andrzej Duda had invited the Chairman of the Sejm, Szymon Hołownia, to a meeting at the Presidential Palace about PiS politicians Mariusz Kamiński and Maciej Wąsik. Presidential Minister Małgorzata Paprocka, asked about this meeting on TOK FM, said that President Duda would like to speak with the Chairman of the Sejm, Szymon Hołownia, because the situation regarding the pardons of Mariusz Kamiński and Maciej Wąsik “leads to enormous political emotions.”
Paprocka pointed out that – in the president’s opinion – “there is a need for the first and second person in the country to talk” to “get out of this situation (…) and not escalate this conflict.” one’s prerogatives and to exercise them.” She recalled that the President had sent an official position to the Chairman of the Sejm a few weeks ago.
I think there is still room for discussion on this topic
– she added.

Consequences of a presidential pardon
When asked what the President would propose to Marshal Hołownia, the Presidential Minister said that he would certainly like to point out the consequences of pardoning Maciej Wąsik and Mariusz Kamiński, and also recall the positions he took in 2015 took into account and which “applies generally to the entire Constitutional Tribunal in this matter.”
I think there will probably be a political element to this conversation as well
– she added.
When asked if she believed that Szymon Hołownia broke the law by deactivating the cards of both PiS politicians, she said that “it is a technical problem.” – But earlier’. stages of the Marshal’s procedure, I think they may raise doubts”, for example, the issue of serving documents on the Supreme Court, she noted. She added that the marshal must also “take into account all the circumstances of this case, and especially the fact that the president has granted a pardon.”
Commenting that the basic accusation against the President is that “instead of being the guardian of the Constitution and an impartial arbiter, he pardons his colleagues and applies its provisions differently than he previously said,” she responded that “the law of pardon, formulated as the Constitution says today, has one limitation: there is a ban on pardoning decisions of the State Tribunal; In other respects the president has discretionary power.
Paprocka emphasized that the president’s assessment of Kamiński and Wąsik’s activities is “unequivocal”, that is, “we have a problem with the fact that in Poland people who fight corruption are convicted.”

Budget law
The conversation also touched on the issue of the Budget Law for 2024. Minister Paprocka was asked whether, in light of the Constitution, she saw a possibility that merely sending the Budget Law to the Constitutional Court would give the President the opportunity to overrule the Sejm dissolve.
We are at the stage of processing the budget law and the position of the Chancellery of the President at this stage is that, first of all it would be good if the law was passed in accordance with the regulations
– said Paprocka. She added that this is an “extremely formalized” act.
She emphasized that the president “is not at all considering sending the budget to the Constitutional Court at this stage”..
When asked whether such a possibility existed at all in light of the Constitution, she replied that the Constitution clearly states that the Sejm, and in this case the Chairman of the Sejm, has four months to submit a bill for the President’s decision. the president can sign the budget or send it to the Constitutional Court.
Asked whether the President believes he can dissolve the Sejm even if it has submitted the budget on time, the presidential minister said that in her opinion the provision only concerns the issue of the deadline and the presentation of the budget to the chairman for signature.
But what the budget will be and whether the president will decide at all – as I said, the president would like to sign the budget
– she noted.
