The pressure to legalize civil partnerships continues. “We have nothing against the possibility of entering into such a relationship in the registry office,” Michał Kobosko (Polska 2050) said today on TVN24, leaving no doubt that this also applies to homosexual relationships . Łukasz Rzepecki from the President’s Chancellery recalled Andrzej Duda’s words about the introduction of the status of the relatives.
Equality Minister Katarzyna Kotula told PAP that consultations will take place together with non-governmental organizations on the form of future solutions regarding civil partnerships.
Kotula: We will put the bill on the table from the left
We will put on the table the left’s bill, which was written together with the organization “Miłość nie wylemy” during Robert Biedroń’s presidential campaign, and we will also return to Nowoczesna’s bill. This will be a good starting point for conversations with organizations
– she said.
A political decision will be made later whether it will be a government or parliamentary project
– she added. She emphasized that she would like the project to be submitted to the Sejm in the spring.

“After years of a gray zone, civil partnerships must be legalized.
In today’s conversation between politicians on TVN24, the deputy head of Poland 2050, Michał Kobosko, pointed out that no agreement has yet been reached within the ruling coalition on the draft regulations on civil partnerships.
We will not be against legalization. After years of a gray zone, in which people had to leave the country to get married, this should finally be legalized
– said Kobosko. He confirmed that Poland 2050 will be in favor of allowing both heterosexual and homosexual couples to enter into a registered partnership before the civil registry, including with a possible solemn ceremony, if this is the will of the couple.
Bartosz Arłukowicz (KO) emphasized that people have the right to decide how and with whom they want to live.
It is high time to put an end to this difficult, dark time of hatred, hatred and insults towards people with a different worldview. The time of hatred is coming to an end, it will be punishable in Poland, as a law against hate speech will be introduced
– added the Civic Coalition politician.
Horała: There is freedom of contract. The institution of marriage must not be undermined
Marcin Horała (PiS) said that civil law includes the principle of freedom of contract, which already allows, for example, to appoint a specific person as an heir or as a person who has a power of attorney to represent in specific matters or access to medical records.
So if a new type of agreement were to be concluded, whereby that person is declared as an heir, representative, after one visit to a notary, for example with regard to an elderly person who is cared for by someone, because that would not be necessary if it were that way, should it be called the Civil Partnership Act, you’re welcome, why not
– said Horała. He added that he would oppose regulations that would allow ‘pseudo-marriages’ because – in his view – the institution of marriage should not be undermined.
Łukasz Rzepecki from the Presidential Chancellery noted that in 2015, President Andrzej Duda spoke about the Law on the Status of Survivors.
When it comes to documentation and health issues, there is room for discussion here. However, in order to talk about something, there must be a project on the one hand and the willingness to talk on the other
– he pointed out.
Wipler: Creating an institution similar to marriage – problematic and unconstitutional
Joanna Scheuring-Wielgus (left) pointed out that there are only five countries in Europe that do not recognize the formalization of relationships between homosexual couples. These are Poland, Bulgaria, Romania, Slovakia and Lithuania.
Civil partnerships exist even in Hungary. We are talking about people who love each other and who have the right to be in a relationship. None of us, not any politician, has the right to arrange this life for them
– she emphasized.
Przemysław Wipler (Confederation) ruled that attempts to create an institution comparable to marriage would be problematic and unconstitutional. He pointed out that the Confederation would support draft regulations that would make everyday life easier for citizens.
We have a family and custody code from the 1960s and changes to the code are needed. (…) But I cannot imagine that we would support ideological projects. (…) In order for such people to lead a sensible life, they do not need to go to the registry office
Wipler said.
The left and presidential project – recognition of the status of the closest person
The left-wing project on partnerships, submitted during Robert Biedroń’s 2020 presidential campaign, included: that a partnership is a formalized relationship between two people, established by the will of the partners, regardless of their gender, psychosexual or gender identity; it is concluded at the Civil Registry with a possible solemn ceremony, it gives the possibility of a common surname, the right to the partner’s apartment or the right to adopt the partner’s descendant, in the first degree of kinship.
When President Andrzej Duda was asked in May 2015 in “Rzeczpospolita” what he would do if representatives of the gay community approached him with the demand to introduce same-sex marriages, he said: “I will tell them honestly that I do not agree am against gay marriages, and I also see no reason to legalize civil partnerships. But I think it would be possible to recognize the status of a close person who could at least inquire about the state of health in the hospital or send correspondence received.
In June 2020, the President was asked about this issue on Polsat News.
If such an act (on the status of a close relative) were on my desk, if someone were to propose such solutions, I said it a long time ago, then I would certainly consider its provisions very carefully, because it is not only two can serve people who just live together, but it can also serve two people supporting each other, two older people can support each other, or a very young person can support an older, lonely person and then this status would be of the person closest to can make it easier for him to deal with various life matters
– said Duda. He emphasized that a registered partnership and the status of a close person are two different things, and he never spoke about a registered partnership, but only about the status of a close person.
