He noted that the last constructive diplomatic relationship between the two countries was the unsuccessful meeting between Kim Jong Un and President Trump in Vietnam in 2019. Since then, North Korea has rejected all US attempts to contact it.
Campbell also noted that the United States has proposed various approaches, including offering vaccines and humanitarian cooperation, during the Covid-19 outbreak, but has had difficulty receiving a response from North Korean officials.
He emphasized the need for deep consultation with allies and partners as he is concerned that North Korea continues to develop nuclear capabilities and long-range missiles, which are against the interests of the region and the United States.
