The Ministry of Agriculture and Rural Development announced on Saturday that the State Secretary, Plenipotentiary of the Government for the Energy Transformation of Rural Areas, Janusz Kowalski, delivered a letter to 158 agricultural organizations and trade unions on the parliamentary bill amending the Act on Support for Consumers of Rural Areas . electricity, gas, fuels and heat and certain other laws (Parliamentary Paper No. 72) with the request “to analyze it and express your opinion”.
As added, “the main assumption of this project is to maintain the freeze on prices of generic energy, heat and gas fuels for end users until 2024.”
The need to extend the validity of existing regulations in accordance with the bill in this area is very important and expected by all energy consumers. However, the need to implement these changes as quickly as possible cannot, in my view, be used to try to implement much more far-reaching changes that go beyond the main purpose of the law.

The Secretary of State emphasized that the proposed regulations could have negative consequences for agriculture and worsen the quality of life of residents of rural areas.

The government’s draft law amending laws supporting consumers of electricity, gas and heat and certain other laws envisages the extension of the protection mechanisms for freezing energy prices until 2024. This solution is intended to help Poles next year protect against increases in the costs of electricity, gas and heat, while maintaining a balance between the financial capacity of households, the prices of energy sources on the markets and the total cost of support. system that taxes the state budget.
Proposal by KO and Poland 2050 parliamentarians
The amendment to the law “to support consumers of electricity, gas and heat and certain other laws” drafted by KO MPs, Polski 2050-TD, assumes that the prices of electricity, gas and heat for households and sensitive entities be frozen until the end of June 2024. It is proposed to maintain proportionate current consumption limits and maintain protected groups. As we read in the justification, “the resources intended to finance the support to eligible customers (…) will come from the COVID-19 Fund, which will be financed from the gas contribution to the Price Difference Payment Fund for 2022 and other funds in the manner provided for in the relevant regulations.” According to WysokieNapiecie.pl, “the entire operation will be financed at Orlen’s expense.”
The energy prices bill also includes proposals for changes to the so-called Windmill Act of May 20, 2016, amended on March 9, 2023. The motivation for the project shows that, among other things, it allows the construction of silent wind turbines at a distance of 300 m from buildings or the national park.
On Thursday, the head of the KO club, Borys Budka, announced at a press conference on Thursday that “an amendment will be made that will clarify this distance, because not only will it be 500 meters from buildings, but a noise standard will also be introduced, so not only the distance, but also “there are also noise problems, so that the windmill is ecological.”
As reported on Friday on the Sejm website – in accordance with the agenda – on December 6 this year. The first reading of the bill on energy prices will take place tomorrow morning.
