Robert Kropiwnicki (KO) emphasizes that the project is still before its first reading in the Sejm. “Now is the time for consultation,” he noted.
On November 28, the group of MPs from Poland 2050-TD and KO submitted to the Sejm a draft amendment to the Law on Aid to Energy Consumers, extending the freeze on energy prices until June 30, 2024, which also contains provisions that liberalize construction. of wind farms and wind turbines in Poland. The project is intended to enable the construction of silent wind turbines at a distance of 300 meters from buildings. The authors of the project also proposed to expand the catalog of strategic investments to include wind farms, which means that it will not be necessary to analyze the compliance of their location with the local development plan.

According to the Sejm’s schedule, the chamber will debate the bill on Wednesday, December 6.
Expropriation?
PiS politicians criticize the proposal, pointing out that it could lead to the expropriation of people for wind farms. We are submitting a request for these services to the regional prosecutor’s office and the Central Anti-Corruption Bureau to determine who is behind the parliamentary bill on energy prices; it is clear that it is not written by MPs, the question is which company will make money from it – said PiS MP and head of MEiN Krzysztof Szczucki on Friday.
The head of the Poland 2050-Third Way club, Mirosław Suchoń, referring to the criticism of the project, stated in an interview with PAP that “the same lobby that blocked the wind farm law in 2016 and paved the way for Russian coal is trying to block these good changes again, which should result in lower energy prices.
When asked why the energy price freeze bill contained provisions relating to wind farms, he replied that “it is a comprehensive law that covers energy prices.”
The first step is to freeze prices, but as a country we cannot continue to subsidize energy prices forever. We need a change in business model, green energy, and unblocking what PiS has blocked for eight years.

Hennig-Kloska: The project is very good
The deputy head of Poland 2050, Paulina Hennig-Kloska, pointed out in an interview with PAP that the project is very good and “aims to provide citizens with cheap, clean energy and rebuild Polish energy sovereignty.”

She explained that MPs who submit a bill work with the Legislative Bureau of the Sejm.
This is the only way for us now. To follow it, we had to submit a project to the Sejm. We are now giving lawmakers time to review these provisions, comment on them and submit their comments on the draft. We will reflect on these comments on Monday so that we can work transparently and not behind closed doors. After the first reading there will be time for a committee meeting, where various groups will come to respond to these provisions
– she emphasized.
According to Hennig-Kloska, the applicants’ goal is to strengthen the protection of people living in rural areas.
We want to include additional acoustic protection in the law, which is intended to protect against excessive noise

The deputy head of Poland 2050 also admitted that the project needs clarification.

When asked if she took responsibility for the project’s imperfections, she noted that a number of people had worked on the act.
I am the applicant for this project, but I am not a representative of the applicants. I received the project from (the head of the KO club) Borys Budka with a request for consultation, but the main author is the Civic Platform. I was also assured that the project had also been discussed with the Left and PSL

Robert Kropiwnicki (KO), when asked by PAP whether he allowed the possibility of separating issues related to wind energy from the project related to supporting energy consumers and processing them at a later date – as a separate project, replied affirmative.
I believe it is possible. The key is to freeze energy prices, because PiS had more than a year to do so and nothing happened in this matter. They leave it until the end, there is no budget yet, no new government, but there is a problem. We need to respond quickly, so I think the idea of separation can be applied
– he assessed. He pointed out that the project is still in its first reading.
This is the time for consultation, there will be discussion during the first and second readings

Who will take responsibility?
Kropiwnicki emphasized that the bill was signed by parliamentarians and that they are responsible for it.
To say that anyone else could be the author is absurd
– he added, referring to PiS’s critical words.
PSL MP Marek Sawicki, asked about the wind energy provisions included in the project, replied:
We will correct them, that is what the legislative work in the Sejm is for, to remove any doubts.
Sawicki also did not rule out splitting the project in two.
Everything is possible, the committees will deal with it
– he pointed out.
The head of the Left Club, Krzysztof Gawkowski, assured that the bill would be well prepared.
I think next week we will finally have a bill ready that will open the door to green energy in Poland
– he announced. According to him, setting up a separate wind energy project will not be necessary.
