The first two days of the new parliament’s session showed how deeply the political dispute in Poland has deepened. The statements by the new presidents of the Sejm and the Senate that this can be kept under control are already clearly not in line with reality. wPolityce.pl: The first two days of the tenth term of the Sejm and the eleventh term of the Senate are behind us. We have a new hand, but also new parliamentary standards?
Ph.D. Bartłomiej Bishop: These first two days were mainly concerned with formal matters. As for norms, for now I don’t really see such new norms unless we look at the eloquence of the Sejm Chairman, who responds to his own speech and humorously tries to point out everyone’s speech on the Sejm stage. as such a new standard. Perhaps this is the new standard. There is no point in talking about the barriers in front of the parliament buildings.
However, when it comes to political norms, I am still disgusted, just as I was disgusted by the level of parliamentary procedures during the last term. Not much has changed here – there is a parliamentary majority that has clearly revealed itself and – as you can see – wants to decide everything without respecting the fundamental rights of parliamentary minorities. I am mainly talking about the election of the vice-chairmen of the Sejm and the Senate. We will see what the situation will be in the committees when it comes to their chairmen and vice-chairmen. I don’t have much hope here either.
In previous terms, deputy marshals, regardless of their political choice, received support of almost 460 votes. Currently, neither the opposition voted for Elżbieta Witek nor – it must be admitted – the opposition candidates could not count too much on the votes of Law and Justice. The same applies to the election of judges in the National Council for the Judiciary. This is not evidence of changing norms, political culture, or disrespect for any particular tradition.
These norms are indeed changing. Unfortunately, we see how the political dispute in Poland has intensified, deepened and continues to deepen. The statements by the new presidents of the Sejm and the Senate that this can be kept under control are already clearly not in line with reality. I was negative about the vote for the deputy marshals, but completely surprised. Since the opposition received its marshal without any problems, there should be no controversy over the election of deputy marshals.
As for the deepening political conflict, unfortunately I would not count on a change in the manner of the parliamentary debate, the language of the debate itself, or ultimately the shouting at each other, which has already happened these two days.
Two days were enough to show that the anti-PiS parliamentary coalition is real, is strong, and that the battering ram of the ‘total coalition’ will wipe out everything it plans. In this context, how should we assess Prime Minister Morawiecki’s chances for the new government he has formed?
We already see that these chances are small. The votes for the deputy marshals were supposed to confirm the stated strength of the new coalition, and that is exactly what happened. We have seen what the parliamentary coalition, and probably the governing coalition, looks like and which groups it will consist of.
The attitude of the Confederation, which hand in hand with Tusk ‘eliminated’ the candidacy of Elżbieta Witek, can be surprising?
With whom and against whom the Confederation would play had to become clear sooner or later. However, it must be said that the Confederacy is playing for itself for now. The deal with Tusk against the PiS candidate was intended to get the green light for his deputy marshal. I don’t think this scheme is 100 percent accurate. direction of Confederation policy. It appears that it will be a crucial party, more concerned with its own interests where it can pursue them than with agreements within the opposition coalition. However, I do not think that this coalition would want to implement the Confederation’s program at all.
Colorful characters and new KO additions, such as Klaudia Jachira and Michał Kołodziejczak, have gone into hiding for the time being. For long?
It’s still too early for them to get a chance to make their mark. For the time being, we have decisions and debates where the first vote is given to the club heads or people appointed as members of the future government and who are in the interest of the media. This is not yet a place for ordinary Members of Parliament, but I have no doubt that they will make their presence felt at subsequent parliamentary meetings and debates.
