According to information from Arleta Zalewska from “Fakty” TVN, the Chairman of the Sejm did not allow the President of PiS, Deputy Prime Minister Jarosław Kaczyński, to speak during the debate! “Mr. Marshal, I am the Prime Minister, I want to speak,” the PiS president reportedly said. “Mr. MP, I have already let the ministers speak,” he heard. What do the rules of the House say? “In my opinion, he resigned after my persuasion,” Poland 2050’s leader later explained.
Stormy events of the Sejm! Speeches and regulations from ministers in the background
On Tuesday evening, the Sejm elected members of the National Council of the Judiciary, delegated by the chamber. The discussion on this point was heated and the ministers of the PiS government asked for a speech, including: Minister in the Prime Minister’s Office, Łukasz Schreiber, and Minister of EU Affairs, Szymon Szynkowski vel Sęk.
When Minister Schreiber spoke, the President of the Sejm, Szymon Hołownia, asked him to make his statement in the last three minutes, as was accepted during the club votes. Schreiber pointed out that the Marshal of the Sejm, in accordance with the Rules of Order of the Sejm, gives the floor to members of the Council of Ministers in the order of the speakers registered to speak, when they so request, without time limit. .
Michał Wójcik, Minister in the Prime Minister’s Chancellery, also spoke in the debate before the vote. Turning to the chairman of the Sejm, Szymon Hołownia, he assessed that when Elżbieta Witek was chairman of the Sejm, there was no situation in which “the Rules of Procedure of the Sejm would be violated in such a drastic way”.
Article 186 clearly states: every member of the Council of Ministers has the right to speak whenever he wants, and unfortunately you have to let that person speak.
– he pointed.
The Sejm chairman also warned Justice Minister Zbigniew Ziobro that he was running out of time. PiS MPs started chanting: “rules”. Hołownia explained that “the rules of the Sejm were applied literally in this case.” As he announced, if the MPs prevent the meeting, he will initiate the procedure to call the MPs to order, which will end with the adjournment of the meeting. Finally, the chairman of the Sejm asked the Minister of Justice to supplement his statement.

What did Deputy Prime Minister Kaczyński talk to the Marshal about?
However, a recording appeared online showing the PiS president approaching the Sejm chairman during Minister Ziobro’s speech. The conversation was short and Jarosław Kaczyński returned to the parliamentary benches.
What were the politicians talking about? This is now revealed by the reporter of “Fakty” TVN, Arleta Zalewska.
Mr. Speaker, I am the Prime Minister, I want to speak
– Kaczyński should have said that.
Mr MP, I have already let the ministers have their say
– the PiS president heard from the marshal.
Politicians who saw the situation told us that the PiS president repeated several times that he was the prime minister and had the right to speak. But to no avail. Finally, Jarosław Kaczyński returned to his seat, without taking advantage of the privilege of speaking out of turn. Szymon Hołownia then explained that he had allowed many ministers to speak and then closed the list of speakers
– describes Arleta Zalewska on the TVN24 website.
This information was confirmed by Paulina Hennig-Kloska, Member of Parliament for 2050 in Poland in an interview with Wirtualna Polska.
Jarosław Kaczyński told the Chairman of the Sejm that he wanted to speak as Prime Minister. But he is not the prime minister, he is not even a minister. Marshal Hołownia informed the President that the ministers had already spoken and that those who wished could speak.
– she said.
The MP from Poland 2050, i.e. the group of the Chairman of the Sejm, Szymon Hołownia, is simply misleading! After all, Jarosław Kaczyński is Deputy Prime Minister and therefore a member of the Council of Ministers (as stated in the Rules of the Sejm!). Let us also recall the words of PiS spokesperson Rafał Bochenek:
In accordance with constitutional provisions, ministers continue to perform their duties despite the resignation of the government until a new government is appointed.
This is how Hołownia tries to explain itself
The Chairman of the Sejm himself also spoke.
In my opinion, he resigned after my persuasion when I explained that members of the Council of Ministers were already registered to vote and would exercise this right to vote (…). Yesterday, in accordance with art. 186 and I believe I applied it correctly
– said Szymon Hołownia in an interview with a journalist from Wirtualna Polska, when asked whether Jarosław Kaczyński had the right to speak and the marshal refused, or whether the PiS president himself had resigned?
I will not allow – I want everyone to be clear about this – to ‘troll’ the Sejm proceedings, whoever wants to do that. I believe that this provision in the Rules of Procedure of the Sejm, which allows any representative of an institution most frequently elected by the Sejm to speak at any time during a meeting of the Sejm, constitutes an invitation to to hinder the work of the Sejm. the parliament.
– said the leader of Poland 2050 earlier, commenting on the stormy deliberations.
The Marshal said that, in connection with the events that took place on Tuesday, he intended to propose to the Sejm Presidium to consider changes to this point of the Sejm’s rules of procedure. He emphasized that the Sejm is the body that appoints the government “and is superior and controls the government.”
It cannot be that the rules of procedure of the Sejm state that the government comes and can disrupt the work of the chamber. Whatever government it is
– added.
We will explain this again. Article 186 of the Rules of Procedure of the Sejm provides, among other things, that the Marshal of the Sejm gives the floor to members of the Council of Ministers (and Deputy Prime Minister Jarosław Kaczyński is a member of it!), the Chairman of the High Audit Office , whereby the Head of the President’s Chancellery and the Secretary of State of the President’s Chancellery replace the Head of the President’s Chancellery at a given meeting, out of order of speakers registered to speak, when they so request . Let’s repeat it when they ask. What does Marshal Hołownia not understand? Does he want to be above the rules? Is this the so-called rule of law?
