wPolityce.pl: Donald Tusk stated after a meeting with Ursula von der Leyen that after the formation of a new government, money can flow out of the KPO even in December, without any changes in the law. Do you actually expect it to be the way Donald Tusk presents it?
Witold Waszczykowski: This may be because it has been known for two years that suspending the KPO is a political decision. They tried to artificially justify this decision by imposing various conditions on us. It is clear that Von der Leyen can do whatever she wants, she is not bound by any obligations. She could have broken the agreements with President Duda and can now release the money as a reward for Tusk, Prime Minister Morawiecki said. We are not dealing with European law here, but simply with political law, I think.
And won’t it just be a big success for Poland if the KPO funds are suddenly unblocked? Billions of euros are being pumped into the Polish economy – this is certainly how the new government will present it.
Of course, the current opposition will present it as a great success, but the problem is whether this money will be disbursed on a large scale immediately. They were intended for specific projects. The question is therefore whether Tusk will continue these projects, including: Central communications gateway. The political decision may be to unblock these funds, but in fact the money may flow over a longer period of time.
You say that the new government will have to implement the projects included in the KPO drawn up by the PiS government. But couldn’t a scenario become reality in which the new government will suddenly revise the KPO, showing that it intends to allocate this money to completely different projects than those included in the original assumptions?
It may be so, we are already used to such a falandization of European law or ‘carpenterization’. The EU treaties are being twisted. We can expect all kinds of miracles from both Tusk and von der Leyen.
Recently, the issue of amending EU treaties has also been on the agenda; emerging proposals include: on the abolition of the veto in the EU Council. The question is whether this is a real threat or should we not be afraid, because these changes ultimately have to be ratified by all parliaments of the Member States?
There are attempts to circumvent this, attempts to make some changes at the level of the Council of the European Union, and therefore adopt them by majority vote. There is also an idea to implement changes through a pan-European referendum.
But probably a significant number of Member States will not want to hand over their powers to the EU?
It seems that this should be the case, but when it comes to specific decisions, no one except Poland and Hungary is against majority voting. Some countries simply fear blackmail by the EU establishment. The vast majority collapse under the pressure.
