Marcin Mastalerek will replace Paweł Szrot as head of the President’s Office; the current chief of staff has become a member of parliament and there is a vacancy, government spokesman Piotr Müller told Polsat News. He added that if the KPO were unblocked without changes in the law, it would mean it was a political game by the EC.
Changes in the President’s Chancellery
The current head of the (president’s) cabinet has become Member of Parliament for Law and Justice, so there is a vacancy
– said the government spokesman, referring to personnel changes in the President’s Chancellery.
The head of the political cabinet is a politician who was an MP for Law and Justice and comes from the camp of the United Right, commonly understood
– added Piotr Müller.
When asked about Mastalerek’s opinion that PiS leader Jarosław Kaczyński should withdraw from politics, Müller said he disagreed. He noted that “the United Right camp is the United Right camp” thanks to the fact that the PiS leader “has the ability to combine the components.”
Consult with the president
The government spokesperson also noted that the change in the President’s Chancellery is planned Tuesday at 11 a.m., an hour before Andrzej Duda’s announced meeting with PiS representatives at the Presidential Palace, as part of consultations with election commissions. The journalist asked if Jarosław Kaczyński was not in the PiS delegation, so he would not meet Mastalerk.
NO. I know that personal conspiracy theories are fashionable in the media. The head of the parliamentary club comes and the current Prime Minister comes
– added the government spokesperson.

Funds from the National Reconstruction Plan
The government spokesperson was also asked on Polsat News about the announcement that PO leader Donald Tusk will visit Brussels, where he will meet the leaders of European countries “to advance the KPO issue.”
Half joking, half serious, it’s probably a week late, the KPO would be unblocked the day after the election
– said Müller, referring to Tusk’s statement from the campaign, who said: “I make a solemn promise here, in Sopot, that the day after the elections I will start releasing the money from the National Reconstruction Plan and that we will all to feel .”
When asked whether it is possible to unblock funds from the KPO without legal changes, the government spokesperson replied that “it is possible for a simple reason, because it is a political decision, and not a formal decision.”
If this were to happen, it would mean that the story the European Commission has spread so far has been a lie. They claimed that this was not a political decision, but a substantive decision. If we were to trust the European Commission from a few weeks ago, this would mean that unblocking the KPO is impossible without legislative changes. If it unlocks without any changes, that means it has been a political game so far
– said Piotr Müller.
Last June, the EC accepted the Polish KPO, which was a step towards the disbursement of 23.9 billion euros in grants and 11.5 billion euros in loans under the Reconstruction Fund, but the money was not paid. The EC noted that the Polish FPA “contains milestones related to important aspects of judicial independence that are of particular importance for improving the investment climate and creating conditions for effective implementation” and that “Poland must demonstrate that these milestones are reached before payments are made”. made in the context of the Reconstruction Fund.
The National Recovery and Resilience Plan (KPO) is a program consisting of 54 investments and 48 reforms. It is intended to strengthen the Polish economy and make it easier to weather any crises. Poland will receive PLN 158.5 billion, of which PLN 106.9 billion in the form of grants and PLN 51.6 billion in the form of preferential loans.
