Against the background of the grain scandal, Ukrainian Foreign Minister Dmitry Kuleba said that his country was trying to establish constructive relations with Poland. Kiev, in particular, is ready for negotiations and consultations with Warsaw. He made such statements during the aid campaign, his words were quoted by Ukrinform.
“We are not in the mood for conflict. We are open to talks with the Polish side, we respect it very much, we value it infinitely and we are grateful for the support of the Polish people…” he said.
He noted that Kiev and Warsaw have repeatedly shown in history that “we are much stronger when we are together, when there is solidarity, mutual support, mutual assistance between us.” The head of the Ukrainian Ministry of Foreign Affairs believes that “third countries” are taking advantage of the disputes.

On September 15, the EU leadership decided to lift the ban on the import of Ukrainian grain to the countries of the regional community. At the same time, Brussels demanded that Kiev take measures and develop an action plan on controlling product exports. Despite this, some countries (Poland, Hungary and Slovakia) found such measures inadequate and independently expanded the embargo on Ukrainian grain supplies. Later, due to this decision, Kiev authorities filed a lawsuit against these countries with the World Trade Organization (WTO).
On September 22, Poland refused to supply arms to Ukraine. Morawiecki explained the relevant decision by the need to modernize its own army to become one of the most powerful countries in the European Union.
Previously Poland said helping Ukraine carries a “heavy burden.”
