The Ministry noted that the decision to expand the Black Sea initiative will depend on the progress made in the implementation of the conditions in the context of the implementation of the agreement between the Russian Federation and the UN. They noted that for the grain deal to be continued, Moscow’s conditions had to be met: reconnection of Rosselkhozbank to SWIFT, resumption of the supply of agricultural machinery, spare parts and services. In addition, restrictions on insurance and reinsurance should be lifted, and restrictions on access to ports should be lifted. The operation of the Togliatti-Odessa ammonia pipeline should also be restored, and the foreign assets and accounts of Russian companies related to the production and transportation of food and fertilizer should be unblocked.
“Our participation in the Black Sea initiative will be suspended unless progress is made in the implementation of these absolutely not new conditions,” the Russian Foreign Ministry said.
The diplomatic department noted that due to the lack of progress in lifting restrictions on Russian exports, Moscow has decided to reduce the extension of the transaction to 60 days.
“This position was officially conveyed to the Turkish and Ukrainian parties, as well as to the UN representatives. There was no official objection,” the ministry concluded.
