The worst employer in Poland is the state; enough favoritism and waste of public resources – said the leader of Poland 2050, Szymon Hołownia, presenting the Strategies 2050 program of the Institute for the Strengthening of the Public Service.
The leader of Poland 2050 and experts from the Strategies 2050 Institute presented a program called “The power of the state lies in people” developed by the Institute at a press conference organized in front of the Chancellery of the Prime Minister in Warsaw.
Hołownia program
Hołownia argued that thanks to the solutions in the program, Poland would stop being a “state for guys” and become a state that acts efficiently for its citizens.
Today the state is the worst employer in Poland. We hear all the time how the rights and dignity of those who serve the fatherland are violated and how they are rewarded
he said.
He added that people who spend their time working hard for the state and its citizens see that the president of PKN Orlen, Daniel Obajtek, “earns PLN 180,000 each zloty. a month’s suffrage on state property and still pays himself one million of bonuses”.
These are things that stand on their heads and need to be put on their feet

Budget promises
He pointed out that one of the postulates in his group’s program is, among other things, a wage increase for the entire sphere of public service.
We declare that public service salaries will rise by 25 percent in the first two years of the next government.
he said, adding that people currently working in this industry receive wage increases that are always below inflation.

He also announced that all institutions established by the PiS government in recent years will be audited.
When PiS wants to free its people, it multiplies settings. We will put them to the test

He added that the institutions needed will remain, but those primarily used to employ the families of PiS politicians will be liquidated.
The leader of Poland 2050 also called for a reduction in the number of politicians in the government.

According to him, the number of state secretaries should be limited to one per ministry and cuts should be made in the prime minister’s chancellery. He pointed out that the budget of this law firm has grown from PLN 120 to 700 million per year within eight years.

Emil Rojek from the Strategies 2050 Institute, who was present at the conference, pointed out that the main task of the proposed solutions to strengthen the Polish public service is to improve wage and working conditions for civil servants and improve infrastructural conditions is for the government. administration in poviats and voivodeships.
Another expert from the Strategy Institute, Dawid Sześciło, presented the idea of covering all public administration officials with the regulation of a uniform public service code.
In the Public Service Code we introduce as a general rule – open and competitive recruitment for all positions in all institutions funded by taxes exercising public authority

He added that the Public Service Plan for Poland proposes the creation of a public service spokesperson.
It will be an institution with specific powers, which will monitor civil servants and will be an institution independent of the government

The program prepared by the Institute for Strategies 2050 assumes the strengthening of the Polish public service, including, among others: a 25% increase in salaries in state and local government offices, limiting the number of deputy ministers to one per ministry, amendment of the recruitment rules for senior positions. One of the assumptions is also to reduce the number of central institutions by several dozen, so that they do not serve as “employment agencies” for people associated with the ruling camp.
The experts of Strategies 2050 also consider it worth considering the creation of an apolitical central office of the government ombudsman, whose role would be to ensure the quality of the recruitment process and labor relations in the public service.
