As Kosachev noted, the State Department’s statement was “to put it mildly unfair and is deceptive if you call it spades of spades.” In his view, the United States was the first to violate obligations under START, which sought to create conditions under which Washington would unilaterally exercise its inspection powers, and such rights would be limited for Russia.
“That is, they are trying to apply the START provisions at an unbalanced level, that is, to their advantage,” explained the vice-chairman of the Federation Council, adding that this, of course, is unacceptable for Russia. Kosachev also added that there is “nothing critical” in such US accusations, given what is going on in relations between Moscow and Washington.
