On April 28, the Parliamentary Assembly of the Council of Europe was the first to propose the establishment of a special international tribunal for Ukraine.

“Shaken by the ongoing war in Ukraine, the Parliamentary Assembly of the Council of Europe (PACE) called on all member and observer countries of the organization to establish a special international criminal court immediately. In the statement made by the organization, the expressions “aggression allegedly committed by the political and military leadership of the Russian Federation” were used.

According to PACE, the court “must have the power to issue international arrest warrants and not be limited to immunity of state or immunity of heads of state and government and other public officials.”

21 November NATO Parliamentary Assembly accepted a decision that the alliance countries must recognize that a “terrorist regime” reigns in Russia. The document was unanimously accepted.

It was also stated in the resolution that the North Atlantic Alliance countries intend to establish an international tribunal to investigate “Russian aggression” in Ukraine. In the opinion of the NATO states, in this way it will be possible to hold Russia responsible and pay for the damages.

France announced that it has started working on the establishment of a court to investigate Russia’s actions in Ukraine. Moscow said it would have no legal consequences and described the initiative as “another political limitation”.
