Dariusz Piontkowski, the deputy head of the Ministry of Education and Science, replied. He stressed that there is nothing in the law on the subject mentioned by the PiS deputy.

Piontkowski said that when something bad happens in schools, the opposition benches ask “what has the minister done”. He judged that such a situation was absurd.
Project assumptions
The Sejm is considering two bills: one parliamentary and one presidential, amending the Education Act. The deputy’s bill led to the presidential bill and it was the provisions of the deputy’s bill regarding the activities of organizations and associations in schools and kindergartens that were included in the draft version adopted by the education committee. The Commission has also made draft changes related to home education.
Currently, in accordance with applicable regulations, in schools and educational institutions (for example, in kindergartens) “with the exception of political parties and organizations, associations and other organizations, in particular scouting organizations, whose statutory purpose is educational activity or to expand and enrich of the forms of didactic, educational, caring and innovative activities of the school or institution”. Starting activities at school or in an institution requires the permission of the head of the school or institution, expressed after prior agreement on the conditions of this activity and after obtaining a positive advice from the school or institution council and the parent council.
According to the bill of the PiS MPs, the advice of the school/institutional council or the parents’ council is also preceded by consultation with parents. The powers of the council are extended to monitor the activities of an association or organization at school and to inform parents about this.
Nevertheless, no later than two months before the start of the lessons, the director hands over to the education inspector the materials used by the association or organization to implement the curriculum and the positive advice of the council. The bankruptcy trustee has 30 days to issue an opinion, but failure to provide an opinion within this period is equated with issuing a positive opinion. The judgment of the probation officer will be decisive as to whether a particular organization or association can provide lessons in a school or kindergarten.
The advice of the Education Inspector is not only required in the case of classes organized and carried out in the context of public administration assignments carried out by the National Center for the Prevention of Addiction or by an exploratory organization under the honorary protectorate of the President of the Republic of Poland.
Participation of a student in lessons of associations or organizations also requires the written consent of the parents of the minor student or the consent of the adult student himself.
