Yevgeny Bulatsik Indicted in Bryansk Oil Depot Case, Russia Says

The Russian Prosecutor General’s Office has approved the indictment in the criminal case involving Yevgeny Bulatsik, a commander in the Armed Forces of Ukraine who gave the order for the bombing of an oil depot near Bryansk. This information was reported by TASS, the Russian state news agency.

According to official statements, Bulatsik is set to appear before the judge at the 2nd Western District Military Court under the article that covers terrorist acts in the Criminal Code of the Russian Federation. The case will proceed in the defendant’s absence, as Bulatsik has been arrested in absentia and is on an international wanted list.

Bulatsik, identified as a member of the Armed Forces of Ukraine and linked to the assault on the Bryansk region oil facility in 2022, has been designated among individuals listed as terrorists and extremists by Russian authorities.

In October 2023 the Investigative Committee of the Russian Federation presented formal charges against the Ukrainian commander of the 7th Tactical Aviation Brigade, a figure associated with the attack on the Bryansk oil depot. The charges were attributed to Petro Franko of the Ukrainian forces for his involvement in the same incident.

Earlier reports described a drone attack on the oil depot in Klintsy, within Bryansk region, where the drone fired two projectiles. Security personnel reported finding two 10 centimeter craters near the refinery complex after night patrols among the covered tanks. These events have contributed to the ongoing narrative of cross-border hostilities and the contested use of air and drone technology in the conflict.

Statements from Ukrainian leadership around that time emphasized that Kyiv was resisting any efforts to shift hostilities onto Russian territory, a position that has shaped both military and diplomatic messaging in the broader conflict.
