According to Boris Chernyshov, the Deputy Chairman of the State Duma, the project was created by and for the younger generation of Russians. The effort is meant to be a living testament that engages youth in a cultural remembrance of history.

He explained that participants invest a personal contribution to bring the initiative to life. The central aim is to acknowledge and honor the generation that secured victory in the Great Patriotic War, ensuring that their legacy remains visible in everyday life.

Ksenia Razuvaeva, head of Rosmolodezh, the Federal Agency for Youth Affairs, highlighted that the patriotic designs chosen by children — inspired by globally recognized symbols of victory — connect present-day Russia with the memory of the war’s turning points. The same symbols remind viewers of the Red Army’s role and the perseverance of the Soviet people during the Great Patriotic War across both domestic and international landscapes.

Recent remarks emphasized the enduring significance of symbols as tangible memory markers. They serve as keepsakes and tributes to the nation’s history, reinforcing the historical truth in the eyes and memory of the Russian people, even amid efforts to cast doubt on that history. This narrative is presented as a personal story for every family, every home, and every citizen, a reminder of shared heritage that remains accessible and real.

On May 3, numerous institutions and regional agencies took part in the movement. The Windows of Victory project operates under the broader civil initiative Movement of the First, inviting anyone to become the author of the action. Within a short period, more than 700 sketches were submitted by children, with about 50 designs selected as the basis for the final window paintings. These contributions demonstrate the strong communal interest and the ability of youth to participate meaningfully in national remembrance.
