In Primorye, regional flights serving the villages of Kavalerovo and Plastun faced cancellations because of adverse weather. The information came from a Telegram update published by the Primorye Ministry of Transport. Officials noted that turbulence, low visibility, and gusty winds created unsafe flying conditions, forcing authorities to suspend intraregional air service to these communities until conditions improve. State transport agencies advised travelers to monitor official notices and seek alternative routes if necessary.
Alongside the air disruptions, a number of bus services were also halted due to the same weather system. The affected routes included 515/1, which runs Vladivostok – Terney – Vladivostok, with the Vladivostok departure at 15:30 and the Terney departure at 09:00; 503/2, connecting Vladivostok – Dalnegorsk – Vladivostok, with departures from Vladivostok at 08:30 and from Dalnegorsk at 07:30; and 532, the Vladivostok – Olga – Vladivostok line, with a 11:40 Vladivostok departure and a 10:50 departure from Olga. Transport authorities emphasized that these delays and cancellations were the result of ongoing severe weather, and they urged travelers to check for the latest schedule updates before making plans. This information was disseminated through official transport channels and regional advisories.
Earlier, Andrey Semin, who heads the civil defense and emergency department in Nevelsky District, reported the accumulation of a substantial amount of mud on the Nevelsk–Kholmsk road due to a hurricane passing south of Sakhalin. The mud posed risks to road safety and impeded travel in the area, prompting emergency services to respond with mitigation measures and traffic advisories aimed at preventing incidents on the affected corridor.
On November 13, officials stated that a road section between two northern peninsula villages was closed due to the impact of a strong hurricane affecting Kamchatka. Road closures like this are part of contingency planning to protect travelers during extreme weather events, and authorities regularly provide real-time updates to inform residents and visitors about safe travel options.
Earlier reports indicated that more than six thousand Vladivostok residents experienced power outages as a result of the weather system. Utility crews worked to restore electric service and restore reliability in affected neighborhoods while coordinating with emergency responders to ensure public safety and rapid recovery.
