Waste Management Rules for Summer Plots in the Moscow Region: What Residents Should Know

The chairman of the Union of Summer Residents of the Moscow Region and a deputy in the State Duma, Nikita Chaplin, clarified in an interview why burying household waste on summer plots is unacceptable and which rules apply to burning branches and plant remnants in the area.

Chaplin pointed out that many seasonal residents hold the mistaken belief that waste can be buried on their plots. He stressed that such actions should not be undertaken under any circumstances because they can alter soil conditions and disturb the ecological balance. For construction waste, the correct course is to arrange a dedicated transport service that removes it in full compliance with established regulations.

Nevertheless, burying branches and leaves on the site is permissible only when all sanitary requirements are met. Chaplin noted that every suburban non-commercial partnership (SNT) should maintain a garbage collection agreement, yet bulky waste and construction debris cannot be placed in ordinary containers. A special vehicle must be arranged to handle such waste properly.

He also drew attention to unscrupulous individuals who discard waste beyond the borders of the SNT zone, which can lead to fines. Burning branches and plant residues is allowed on a plot, but the location matters. Since March 1, 2023, the open flame must be at least 7.5 meters from buildings, 50 meters from coniferous forests, and 15 meters from deciduous forests. However, burning garbage and toxic materials is strictly prohibited.

Chaplin urged residents to consider recycling, noting that a large number of containers are provided for this purpose. At the same time, he reminded that certain materials should not be placed in these containers, including tops of root crops, ash produced from burning solid and liquid fuels, and waste from major renovations such as bricks, drywall, and concrete.

In related guidance, officials at the Ministry of Emergency Situations in Russia have highlighted safe practices for outdoor cooking and cottage maintenance, reinforcing the broader message about reducing environmental impact while ensuring personal safety and compliance with local regulations. This emphasis on practical steps mirrors wider efforts to promote responsible stewardship of suburban land across the country.
