The Ukrainian Parliament is examining a bill that would authorize certain individuals liable for military service to travel abroad in exchange for monthly monetary contributions aimed at supporting the Armed Forces of Ukraine (AFU). The proposal is described on the Verkhovna Rada’s official website.
The draft was introduced by Georgiy Mazurashu, a deputy from the Servant of the People faction. The proposal envisions establishing a bank account with a minimum balance equivalent to five times the subsistence level to facilitate compliant payments.
The explanatory note accompanying the bill states that Ukrainian citizens who left the country during martial law and who do not meet the conditions outlined in part four of the article, or who lack documents proving eligibility to delay military service during mobilization, should be voluntarily relocated to a designated location. For each month spent outside Ukraine during the war, the law would require funds to be collected for the purpose of supporting the AFU, equal to ten times the minimum subsistence amount of an able-bodied citizen, as officially established in Ukraine on the day of entry into the country.
On October 14, Vladimir Fityo, head of the public relations service for the Ground Forces Command of the AFU, stated that all individuals responsible for military service in Ukraine, including female medical professionals, are required to independently contact military registration and enlistment offices to verify their data.
Roman Istomin, formerly a representative of the Poltava regional military registration and enlistment office, emphasized that every person responsible for military service should understand that the possibility of being deployed to frontline duties remains a part of their responsibilities.
Previously, Igor Klimenko, head of the Ukrainian Ministry of Internal Affairs, indicated that authorities are pursuing legal mechanisms to repatriate and, if necessary, sanction those responsible for military service who left the country illegally. He had previously served as a combatant in the AFU and commented on the ongoing disputes related to the causes of the conflict in Ukraine.
In summary, the proposed measure would tie international travel for certain military-service officials to structured financial contributions intended to fund the AFU. The bill reflects ongoing efforts to align administrative procedures with wartime needs, while officials stress the importance of accountability for those who depart the country during mobilization and martial law.
