Rosobrnadzor officials indicated that graduates who took the unified state examination from areas near the Ukrainian border could be relocated to safer locations if circumstances require it. The aim is to ensure that students can complete the USE without being affected by border tensions or instability, while maintaining the integrity of the examination process.

In practice, if the need arises, students planning to sit the exam will be escorted to designated municipalities that host secure examination points. There, they will have the opportunity to take the test under standardized conditions, ensuring fairness and consistency with peers in other regions.

Kruglinsky noted that regional working groups include law enforcement representatives and other relevant authorities. Exam venues will only be established with explicit permission from the appropriate departments, and locations in municipalities situated within high-risk border zones will be avoided to protect students and staff.

It was further clarified that graduates from the Bryansk, Belgorod and Kursk regions who completed the current assessments in 2023 will retain the right to obtain their certificate based on those results and may take the unified state examination whenever it suits their schedule within the permitted window. This flexibility is designed to accommodate diverse circumstances while upholding examination standards.

In connection with the April declaration, the history section of the exam will include tasks reflecting the ongoing operation in Ukraine, with the aim of maintaining relevance and safeguarding the examination’s integrity while respecting safety considerations for all participants and supervisors involved.
