The capital program also includes a dedicated 118 million euro allocation for renewable hydrogen initiatives and an additional 345 million euros earmarked for the development of innovative renewable energy projects designed to integrate seamlessly with construction and production processes. This combined thrust underscores a policy direction that prioritizes clean energy adoption and technological advancement, aligning with broader climate and economic resilience goals. At the same time, a 120 million euro boost is allocated to the Energy Conversion Plan within the General Government Administration, emphasizing upgrades to energy systems across public sector operations.

The document provides a forecast that gas prices will average 118.8 euros per megawatt hour next year, a level that aligns with this year’s average of 114.5 euros. Notably, no green tax, lien on diesel, or aviation levy is included in this budget scenario. A government spokesperson explained that this is not the moment to increase the financial burden on the country, highlighting the importance of maintaining price stability for households and businesses alike while ensuring that subsidies remain targeted and temporary where possible.
