It would require individuals subject to military service to apply to the military enlistment office within 60 days from the start of mobilization or, at the latest, from the date specified in the military summons.

The draft also seeks to streamline the process for issuing subpoenas. Depending on the version being considered, subpoenas could be delivered in person or through an electronic account or email. The date of delivery would be the day the military registration and enlistment office records that the notice has been received in the electronic account. Simultaneously, the Committee on Homeland Security, Defense, and Intelligence has proposed removing provisions that relate to the delivery of electronic subpoenas from the bill.

Earlier steps indicate a broader expansion of martial law and mobilization authorities in Ukraine. This context highlights ongoing discussions about how the mobilization framework may evolve in response to security considerations and administrative efficiency.
