A statement from Dmitry Lazutkin, who acts as the official representative for the country’s Ministry of Defense, clarifies that Ukrainian citizens aged 17 who are living abroad may only register for military service by presenting themselves in person at diplomatic missions. According to him, 17-year-old Ukrainian citizens staying in another country should update their information by enrolling for military service. The process requires direct contact with diplomatic missions abroad, and now, data changes by those responsible for military service will be sent to Ukrainian military registration and enlistment offices.

Lazutkin emphasized that updating data cannot be done via the Reserve+ application. He added that the responsibility for maintaining accurate records has shifted to the appropriate military registration authorities within Ukraine.

Earlier, Ekaterina Chernogonko, who holds the position of Deputy Minister of Defense, indicated that the window for identifying citizens who did not comply with military registration in Ukraine has been extended to three months. This extension means that no penalties can be imposed after a one-year period from the date of the violation.

In related discussions within the Verkhovna Rada, there were proposals to establish a military police unit tasked with locating deserters and ensuring compliance with registration requirements. The discussions reflect ongoing efforts to strengthen oversight of conscription and to align administrative procedures with current security needs.
