The officers noticed a vehicle with French plates that looked like it might be evading scrutiny. It took an abrupt turn toward a car wash, prompting the officers to tail the vehicle. Three men emerged from the car a short distance ahead, proceeding to wash the vehicle as a possible decoy. When they detected the police presence, one individual attempted to flee and discarded several items beneath a nearby basin before officers apprehended him. A search revealed two pressed packets containing cannabis totaling 190 grams.
