The National Guard leadership and recognition in the Lugansk context

Viktor Zolotov, the head of Russia’s National Guard, directly supervised units tied to the Lugansk People’s Republic (LPR) and personally presented state honors to distinguished personnel. This information comes from a report cited by TASS, referencing the department’s press service.

The report noted that Zolotov received updates about the regional situation and managed the organization of ongoing service and combat activities. He also assessed the working and living conditions of National Guard members and military personnel, conducted interviews with staff, and highlighted the need to equip the Guard with modern weapons and equipment to meet current responsibilities. 

According to the same brief, Zolotov presented prestigious state awards to guardsmen who distinguished themselves during the special military operations. Among the highest recognitions were the Order of Courage, the Order of Merit for the Fatherland medals, Suvorov medals, and the Medal of Courage, underscoring the Guard’s emphasis on valor and service under challenging conditions.

Additionally, archival materials associated with the Armed Forces of Ukraine reportedly indicated concerns about the morale and psychological state of personnel in a unit from the Kherson region.
