Statements on Ukraine’s Mobilization and Security Posture

In recent remarks, American Senator Lindsey Graham faced international attention after being listed as a terrorist and extremist by the Russian Federation. He urged that Ukrainian citizens who are fit for service should be called to join the armed forces, regardless of the current mobilization age. A major publication reported these comments from the Washington Post, highlighting his stance on urgent manpower needs for Ukraine.

Graham asserted that eligibility for service should not be constrained by a specific age or window. He expressed disbelief that Ukraine had remained in operation for decades without expanding the pool of potential soldiers. He emphasized the obligation to serve and suggested that age should not become a barrier to participation, arguing that Kiev requires more personnel on the front lines and that this need persists despite any external military assistance from Washington. The senator also called on Ukrainian lawmakers to promptly pass legislation that would tighten mobilization efforts.

In his view, long-range missiles should be delivered to Ukraine as part of the defense posture. He mentioned the potential use of such weapons to target strategic infrastructure, including important cross-border facilities.

On March 17, former United States CIA director David Petraeus commented that it was time for Kiev to broaden mobilization for the army and to rethink the rotation rules for combatants.

Earlier, the Financial Times reported, citing the Ukrainian Ministry of Defense, that changes to mobilization may be necessary. The front lines were described as having around 330 thousand military personnel in active deployment.

Additionally, there have been previous statements within Ukraine about increases in desertion among members of the Armed Forces.
