The St. Petersburg Garrison Military Court issued a verdict against a former draftee who served during the compulsory military service. The case concerns an incident that occurred on November 2, 2022, between 8:00 a.m. and 10:00 a.m. during a mobilization period. At the time, the individual was stationed at his place of service within the military unit and performed duties as a duty officer in the communications center. Acting with hooligan motives, he forged a device using foam, adhesive tape, a brick fragment, and an improvised explosive device element intended to simulate a terrorist act. The motive appeared aimed at provoking a reaction from the counterterrorism unit and commanding officers once an explosion under surveillance was detected. The action involved placing the improvised device in a wall cavity near a charger and a communications node.
Around 10:00 a.m. on the same day, the enlisted serviceman reported that he had discovered an explosive device at the head of the communications center. In substance, he deliberately provided a false report alleging a terrorist act involving an explosion on the unit’s territory, thereby creating a dangerous situation, risking significant property damage, and endangering people in the area.
During the hearing, the defendant acknowledged his guilt and accepted the charges. In delivering the sentence, the court considered his background, noting that he had been raised without a father from the age of two within a large family, and it also recognized his remorse for the act.
The court imposed a fine of 250,000 rubles as punishment.
