Spain’s housing affordability challenge and proposed solutions

Spain faces a major challenge: strengthening the housing stock available for social rent and affordable prices to address the housing emergency affecting certain groups in society. A report prepared by GAD3, a social research and communications consultancy working with the housing developer Culmia, indicates that Spain has about 1.7 million homes that are out of reach for many households, representing roughly 9 percent of the total housing stock. Access to housing is constrained by the amount of money people must pay or by their income level, creating a persistent affordability gap.
