The Blagoveshchensk City Court convicted Alexander Sinkov, who serves as the general director of Amurstroy and Construction Company No. 1, of fraud. The court imposed a fine of 48 million rubles, taking into account the period he was detained and under house arrest. The ruling was reported by RIA Novosti.
The decision notes that Alexander Nikolaevich Sinkov was found guilty under Part 4 of Article 159 of the Civil Code of the Russian Federation. It shows an initial fine of 50 million rubles, which the court reduced to 48 million rubles in light of the detention period and house arrest. The information was reported by RIA Novosti.
Earlier, the prosecutor requested a prison sentence of six years along with a fine of 1 million rubles. This request reflected the prosecutor’s view of the gravity of the scheme and the harm caused to state funds.
Investigators found that Construction Company No. 1, operating under a state contract, was tasked with rebuilding the police building in the Oktyabrsky district. Design estimates were not prepared, and the company did not complete the necessary work. The general and administrative directors and the production department engineer, acting in line with a prior agreement, submitted falsified documents to the Amur Department of the Ministry of Internal Affairs seeking payment for work amounting to 132 million rubles.
The Prosecutor General’s Office stated that budget funds were misused and contract obligations were not fulfilled. The building remained uncommissioned and was regarded as an unauthorized and unfinished construction project. The police department was reported as lacking adequate equipment.
One of the defendants voluntarily reimbursed 39.6 million rubles in damages. In the case, property belonging to all three defendants, valued at more than 70 million rubles, was seized to recover the remaining amount.
It is reported that assets worth 2.1 billion rubles tied to a former employee of the Ministry of Internal Affairs were seized as part of the proceedings.
