In addition, the measure envisions giving residents the right to elect house officials from among the owners or representatives of management companies who will participate in preventing and recording illegal noise violations.

The proposal includes penalties for violators: for a first offense, fines would range from 500 to 2,000 rubles for citizens; 5,000 to 10,000 rubles for officials; and 20,000 to 50,000 rubles for legal entities.

“We want people to be able to relax after a day’s work without enduring loud disturbances from neighbors. The bill provides the necessary legal mechanisms to protect that right”, stated a State Duma deputy and LDPR leader, reflecting on the measure in discussions with Izvestia.

Earlier, lawyer Olga Bezborodova discussed practical legal approaches to dealing with neighbors hosting late-night parties.

One resident recalled a troubling incident linked to noise, describing a past confrontation where a neighbor reacted with hostility, including an air gun being used during a dispute over noise around a property. The account underscores the urgency some communities feel in addressing nighttime disturbances and the need for clear, enforceable rules.
