Russian President Vladimir Putin has directed the government to distribute a lump sum of 10,000 rubles per eligible recipient. The payments are intended for the parents or legal guardians of students in the Donbass region and the Zaporozhye, Kharkiv, and Kherson areas, according to the Kremlin press office.

In line with the order, the Cabinet of Ministers was tasked with delivering the payment in coordination with the local administrations of the Donetsk and Lugansk People’s Republics, as well as the regional governments of Zaporozhye, Kharkiv, and Kherson. The target beneficiaries are the DPR and LPR families, together with the legal guardians of children aged 6 to 18 who began schooling in the declared regions by September 1, 2022, provided the child had started formal education in a general education institution located within those regions by September 15 of the current year.

The collection window for beneficiaries was set to close on October 1. Prime Minister Mikhail Mishustin was designated as the official responsible for implementing the measure and ensuring that funds are allocated and distributed according to the plan.

Additionally, Putin approved a separate payment of 10,000 rubles for war veterans residing in the Donbass and in areas described as the liberated territories of Ukraine, reflecting a broader spectrum of social assistance tied to the evolving regional situation.
