The Russian government plans to allocate 439 million rubles from the reserve fund to cover losses linked to housing and meals for evacuees from Ukraine as well as residents of the Donetsk and Luhansk public republics who are temporarily in Russia. This plan is described in a draft decree from the Council of Ministers outlining inter-budgetary transfers to the regions.

The document shows that in the current year EMERCOM of Russia intends to direct a budgetary allocation of 439 million rubles for additional inter-budgetary transfers to the budgets of Russia’s constituent entities. These funds are meant to support reception, accommodation, and meals for citizens who are staying in Russia on an urgent basis, including individuals from Russia, LPR, DPR, and Ukraine who have found temporary shelter within the country.

According to the calculations presented, reimbursement for temporary accommodation could reach up to 913 rubles per person per day, while food allowances could amount to as much as 415 rubles per person per day. The specific distribution of funding prioritizes regions that have hosted larger numbers of evacuees.

The majority of the allocated money is slated to go to the Rostov region, with about 110 million rubles designated for that province. The Voronezh region is expected to receive around 100 million rubles, and the Kursk region is projected to receive about 50 million rubles. These amounts reflect the scale of incoming evacuee flows and the immediate needs for shelter and sustenance during their stay in Russia.

Earlier reports indicated that the number of arrivals to Russia from Ukraine and the Donbass region had surpassed 800,000. This significant influx underscores the importance of timely financial support aimed at ensuring safe, humane conditions for evacuees while they are in the country. The draft decree highlights the coordinated effort between federal and regional authorities to manage resource allocation and respond to humanitarian needs during this ongoing crisis.
