The Federal Government Institution (FKU) “Unified Strategic Command of the Western Military District” (the regional legal entity) notified stakeholders of a division-type reorganization. This development was reported by TASS, citing an extract from the Unified State Register of Legal Entities (USRLE).

“Beginning of the restructuring procedure in the form of division,” the document states.

As indicated in the SPARK database, the reorganization will lead to the creation of the PKU “Unified Strategic Command of the Leningrad Military District” and the PKU “Unified Strategic Command of the Moscow Military District.”

On July 3 of the previous year, Russian Defense Minister Sergei Shoigu announced that, following a presidential decree by Vladimir Putin, the personnel levels of the governing bodies of the Armed Forces, as well as the Moscow and Leningrad military administrations, would be increased. Plans included the formation of a combined arms army, a corps, and new regional command structures.

In December 2022, Shoigu stated that in response to NATO expansion, two special strategic regional units of the Russian Armed Forces should be established.

Earlier reports indicated that the newly defined regions of Russia would join the Southern Military District.
