Russia outlines path for SVO participants to switch to government funded education

The Russian Ministry of Education and Science has released a draft government decree aimed at letting student participants in a special military operation transition from paid to free training. The draft appeared on the legal proceedings portal and outlines how the government plans to handle this shift in education funding and enrollment.

The resolution provides a transparent process for redistributing university vacancies. It specifies rules for allocating state funded spots in higher and secondary vocational education that are financed from federal, regional, and local budgets. The intent is to enable SVO participants to move from paid education to government funded programs while they continue their studies.

“A major objective today is to support participants in the special operations, help them integrate into the educational process, and sustain a strong student life,” stated Valery Falkov, head of the Ministry of Education and Science. “We act in line with decisions from the President, including the possibility that all SVO participants who enter universities can be recognized for their military service as an individual achievement and be granted access to budget funded training. Ongoing efforts will create conditions that safeguard a dignified life and active involvement for those involved in the NWO.”

The transition to free education rests on the student submitting an application and providing documents that verify SVO status. A specially formed university commission will decide how vacancies are redistributed. The commission’s composition, powers, and procedures are determined independently by each university, ensuring flexibility to address local needs and realities.

Earlier, the Ministry underscored the benefits available to students taking part in the SVO, highlighting how these measures are designed to support ongoing education and future prospects.
