Thousands of Rostov-on-Don residents were left without heat, light, and water during the night of November 23 due to damage to a power cable caused by construction work on the West Khorda road. The city’s head, Alexei Logvinenko, reported the incident via the Telegram channel.
According to Logvinenko, the T-Trans company severed the electrical line that feeds several apartment buildings on Stabilnaya, Koblova, and Volnistaya streets while excavations were carried out on Dovatora Street. The break left thousands without electricity, warmth, and running water.
The Rostov administration appealed to the city prosecutor’s office, and restoration of the damaged section will be funded by the organization responsible for the cable cut.
Logvinenko noted that during the repairs a temporary power scheme was put in place. He ordered a generator to be connected and the affected houses supplied with electricity under this temporary setup. By late evening, a diesel generator was connected, and heating pumps were activated in an apartment building at 3 Stabilnaya Street. There are eight elevators, one in each entrance, that rely on the restored power flow.
Earlier, authorities reported a separate incident involving a dead short circuit at a substation in the Moscow region, which is noted here to provide context for ongoing discussions about grid reliability and electrical safety in the broader region. [Citation: Rostov-on-Don city administration]
