Revised Report on Justice Administration Strike Negotiations

Representatives from the justice administration condemned the governing agency, while Pilar López rejected offering a financial proposal at the initial meeting. According to Efe, both sides have maintained this stance since workers began an open-ended strike two weeks ago, demanding wage adjustments and improved working conditions.

The ministry pledged a commitment to negotiate, focusing on recognizing posts with salary increases under the new government. With general elections held on 23 July, officials disclosed that no salary increase proposal had been tabled during the discussion. This information came through the strike committee’s spokesperson, Luis Calero, during the second timeout of the match.

Unions including CSIF, INTERNSHIP, CCOO and UGT stated that, according to Calero, both parties reiterated the call for the Justice department to consider the proposal and to issue a formal response on Tuesday. There are, however, several points that the administration is not yet ready to accept.

Following salary agreements already reached with lawyers within the justice system and with judges and prosecutors, civil servants could receive increases ranging from 350 to 430 euros.

With the Cortes Generales dissolved, it is no longer possible to pass any norm by force of law, and thus the Organic Law of Organizational Efficiency (LOEO), a piece of legislation demanded by the strikers, cannot be approved at this time.

Nevertheless, the strike committee demanded a clear commitment to negotiate any new legislation that would influence working conditions, including LOEO, with the general and special bodies of the justice system.

After a mobilization that has stretched over six weeks, beginning with partial strikes and 24-hour stoppages on certain days and culminating on May 22, the strike committee views the ministry’s pledge to open future negotiations as a mockery and an utterly inadequate proposal. This stance has driven the movement toward an indefinite strike to intensify pressure.

The Justice proposal has been described by officials as noncommittal, with calls to genuinely start negotiations at a definite time, including the possibility of Supreme Court intervention. The Finance and Public Functions ministries urged avoiding delays caused by breaks in talks, and advocated immediate discussion of the proposals and related economic considerations.
